I would use notepad++ to search for all the level.add_pp_effector lines in the mod files and put a print function before and after each one stating the .ppe name, leaving all vanilla instances alone. If that does not show an issue then I would try all the level.add_cam_effector.
The CxImage traceback has me worried though. Perhaps before you run the debug test above try to replicate the crash by putting invalid values for level.add_pp_effector.

Yes, and it is a crash that has been plaguing the dev team for a while. I'm not 100% sure on what PP Effectors are in use, or if there are any in use.
I do know there is various hud effects in use, but they use custom statics with varied alpha and preset RGB set by a script.
