Clear Sky - Things not used that could have been

I think I figured out the mystery of all the NPCs in Limansk on the Mini-Map
near the Fountain Square ( where lies all of the dead Duty & Freedom ).
I thought they were Bandits who I am on good terms with and that would
explain why they are uninterested and stay hidden to me. However after
doing some extensive searching I was surprised to discover that they
are all non-functioning Monolith. Half of them are trapped inside three
buildings whre they can't get near the windows and another three are
on the rooftops of the same buildings. I have no idea what there was
originally intended for them as there seems little above ground travel:

Hmm, i my game they were quite functional - some from the very beginning (they whacked my Clear sky squad in seconds); some became active after a while (when i returned from a stash round). I was finally able to kill them all. Praise Bulldog.

hhiker~

The ones on the ground are functional and the second group to come
out of the building attacked me in number. It just seems this third
group on the roofs and the third floors of buildings that you cannot
get to are not working. On the other hand those first 5 Clear Sky
Members at the beginning will not leave their position to attack the
Bandit House because I won't go talk to the Merc waiting outside of it.

Invisible Artifacts

I'm not sure when I'll be getting back to Clear Sky, so I'll ask a question. Does the invisibility of artifacts ever get explained (i.e. why they are invisible in CS but visible several years later in SoC)?

Yes, exactly the ones on the roof and third floors were quite hostile in my game (with two or three exceptions maybe).

I did the whole playthrough as Loner, so i wouldn't no nothing about bandits' friendship

Anyway, as soon as the Clear sky squad gets to the fountain square, the Monoliths on higher positions get busy - so the squad's arrival might very well be the trigger event.

some NPC dialogues mention that after the big emission the artifacts became invisible.

In conversation with the other NPCs it is explained that the recent Emission/Blowout
activity has changed all the properties of the Artifacts where they are invisible now.
So it appears the way they are in SoC 2012 were also that way before Clear Sky 2011.

Sorry to hear about your performance problems. I have an older system that with a
7600GS played SoC fine at maximum settings but it could not cut it for Clear Sky. I got
an HD3850 AGP that would run the Game at maximum settings but have the usual ATI
Driver problems. Hopefully your situation will change soon so you can enjoy this Game.

Before giving up entirely have you tried playing it without using any Mods right away?

Thanks for the answer on the artifacts.

The first time I tried CS was completely unmodded. Unfortunately I realized I needed a mod right off the bat because of the lack of ironsights for pistols (whichever Halo-playing college boy at GSC thought that would be a good idea needs to be fired immediately). I downloaded Float32 (which works wonders for SoC) and tried and tried again, lowering the video settings each time until everything in the game looked like utter crap, and it's still basically unplayable.

My specs are: AMD Phenom 9600 quad-core, Nvidia 8800GT 512MB, 6GB DDR2, Vista 64-bit. I really feel like this is already a fairly high-end system and that I shouldn't have to upgrade anything, but at this point I'm at a loss. I've tried every tweak I know and nothing works.

That's a lot better than my System and you should be able to run it.
It's got to be some Driver/Vista 64/Quad Core problem related that
you are having. Try Posting in the Bugs & Tech Support Section with
all your System Specs or looking at some older Posts from a few
months ago after the Game came out. I'm running it at maximum
settings on a single core Pentium IV 3.0 Ghz with an HD3850 AGP
with 2 Gigs of Memory. I have my problems but it looks really good.
My advice would be no Mods and just get use to the Pistol as is.

woah woah woah woah... woah... woah.......woah!
So was it the first emission (intro cinematic) that made em invisible? So because of that all the stalkers just whipped out the artifact detecters they conveniently had and wouldn't carry the next year and obviously shouldn't have had in their pockets due to the fact that they wouldn't need them if the artifacts were visible, also the fact they double as an anomaly detecter makes you think it would be a necessity no matter what year or emission it was... why don't they use it in 2012 then? this seems to be a case of the Chewbacca Defence!
