Question about increasing blowouts

Just wondering if I could get a hand with this. I'm sure blowouts in CS are determined by fx_surge_day_# in gamedata/configs/environment/weather_effects.

Is there any standalone mods out there that give it more of a "random" feel? Also, if a surge is in the files for say 0300, it doesn't seem to happen. I assume there is just a chance of it happening at 0300.

Some of the mods I have come across list blowout hide locations with level_vibros_####. Like agr_vibros_0004. What does vibros mean? I have a speadsheet with all the smart terrain locations and they certainly don't look like that format.

Cromm Cruac's the man with the best idea about how emissions work in CS, I vaguely remember him mentioning something about it being problematic when asked if he was making the emissions more random and not only events that happen when you enter a map for his Clear sky Af3 mod.
Each word should be at least 3 characters long.
