You sure you are using DX9? It should show up, I know there is a problem with R3 (DX10) and campfires which is fixed by setting
idle_light_r1 = true
This is because R3 renderer uses some R1 stuff.
I tried all settings - static light, dynamic, extended dynamic and extended dynamic light (DX10). Strange, because in SoC it works, but they probably changed something in Stalker engine.
