Wild Napr quest

No, that mission is part of the main story thread. Wild Napr can give you some missions through a dialogue choice that begin with finding a PDA that holds coordinates to a weapon cache and ends with a group of Stalkers freeing their captured friends from the Concentration Camp. Once the guards are killed and the Stalkers are freed the Bandits all automatically turn hostile no matter what, I once even had other Stalkers complete it for me when I wasn't near the camp and the Bandits still turned to instant enemies despite having a mostly full positive relation bar just before. If you simply avoid doing those you should mostly be fine with the Bandits.

Later on in Agroprom you'll encounter some missions that can lower your status with the Bandits as well, but as long as you don't let the relation bar dip into enemy levels you can raise it again by helping them out around the Garbage.

Not sure why, but after a day or so in Cordon, I returned and was able to complete the mission. *shrug*

Maybe the quest giver got killed? Can't remember if fetch quests are flagged as failed then. The trick is to return an item before the NPC gets killed, and then follow them so you can loot the item back once they're dead.

That might have been possible in the original design, but it was later cut from the game. You can still find code remains, such as a non-hostile Military NPC greeting you East of the Rookie Village early in the game. You can also somewhat help Khaletsky's driver.

Yes, there will be hostile Bandits regardless of what you do. These
are usually spawned related to tasks that become available later once
they are in place. You may see these in the Cordon north of the Loner
Base or across the street at the Farmhouse too. These are related to
tasks given by the Loner Trader that I said to previously NOT take.

There are some possible other locations some may be but it is best to
avoid them if possible and let other men and mutants do your dirty work.
Likewise in Garbage, the level changer Bandits, the Salvage Yard Bandits
and others are hostile and that is why you avoid them and improve your
relations. Once the regular Bandits go to "green", the hostile Bandits
will go from "red" to yellow". Even the Bandits that mug you after
coming back from the Dark Valley will appear "yellow" once you
catch up with them to get your gear back ( but not your $ )
if you make the overall Bandit Faction friendly "green".

Nice. One thing you can count on in the Cordon is that any non-military NPC who doesn't disappear when danger is near (e.g. traders, repair techs, and Valerian) will be killed by mutants or enemy NPCs before long.

If you'd like to make some easy money (by my standards, anyway) at this stage in the game, kill the military at the base and then take their weapons and sell them to Suslov at the CS base. The military AI is highly exploitable due to their propensity toward prioritizing the camp jobs at the road entrance of the base, and there's no reason to worry about relation with military in the game.

That particular group of Bandits starts out hostile regardless of your actions. You can sneak into the building and enter the attic without being seen via the door on the side opposite the road, though. If you leave them be they'll eventually move on and be killed fighting Stalkers or mutants in the area.

There are some other hostile Bandit groups that you'll meet later on regardless of your relationship with the faction. Killing the members of those groups will lower your overall standing with the faction, but so long as you don't kill enough to turn the entire faction hostile (or complete missions that turn them against you) you can always win the faction at-large back by doing odd jobs and saving the asses of the friendly/neutral ones from incoming mutant attacks.
