Tejas, it's because the rain shader temporarily increases the gloss factor in order make things look 'wet', and thereby makes surfaces reflect more light. In the case of NPCs exposed to a direct light-source (such as those sitting by a bonfire), the bright spots on their armor can drown out texture details that would otherwise be visible from the angle they are being looked at. As with most rain effects (e.g. actual rainfall, water-pour down surfaces), the wet sheen on NPCs 'looks' better in motion.
