what is the best way to remove tearing in SoC?

I'm playing autumn aurora and I have some tearing with my monitor 60hz. In game v-sync doesn't work.

I have always used an app called d3doverrider.... It might also be possible to force it in GPU settings but that has never worked for me.

Yes it locks fps at 60. I remember the days when my pc struggled with this game .
