No, it doesn't. It's a standalone mod based on OLR. All you need is clear SoC 1.0006 install.

From ap-pro:

Установка: Распаковать архивы и закинуть их содержимое (включая fsgame.ltx) в директорию ЧИСТОГО ТЧ 1.0006, БЕЗ каких-либо других модов.

What i found on the same ap-pro, but translated by Chrome , is:

''Vector Alienation is a separate add-one to the first version of Oblivion Lost Remake authored Hi_Flyer and his team, but also includes many of the elements of the later versions, using the basic resources first fashion as the underlying platform.''

That's why i thought it's an add-on. But i may be wrong...

I have SoC Russian v1.0004. I also have the patch files up to v1.0006.
Problem is I cannot get any of the patch files to load.

Does anyone have the Windows registry entries for v1.0004?
Using Regedit what is in the below entries?

[HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\GSC Game World\STALKER-SHOC]

"InstallPath"="path goes here"
"InstallLang"="2 character language code"
"InstallSource"="this might be patch level name"

But your version is in english,
I've the same russian soc v.4, you should have:

"InstallLang"="ru"
"InstallSource"="stk-rus-pack-starforce-keydisc-r" for exemple
but
"InstallSource"=" stk-for-pack-noprot-efis" is WW or US I think

Something is wrong...

What is yours mods complete installation path?
Does it use 'GSC Game World' or 'THQ'?
Also are you using the original executable (which uses Starforce Protection)?
When I try to use the original executable Starforce Protection want to load some drivers?

This is what I now have in the Windows registry:
