You know what's an even bigger issue? When trying to sneak, you are discovered. Then you try to load a savegame where you are not yet detected, but your target(s) will act as if they have seen you! Even though at that point they have not yet done so! Now THAT is a bug....

---END QUOTATION---

You’ll notice that every time you load up a game, the Marked One will operate the loading mechanism on his gun, which makes a lot of noise. So when you save your game, try to do it out of audible range of the baddies. This did the trick for me, I hope it helps.

No it's not. I have 1.0003 and this issue still occurs.

Maybe it takes effect only on a new game then. I reinstalled and restarted for the new patch.
I reinstalled and restarted as well.... I'm telling you, the issue still occurs no matter what the devs say.

I can confirm this. I bought the game and patched to 1.0003, reinstalled because I couldn't play multiplayer, and then started my first single player game. While sneaking outside the military outpost in Cordon I was detected, and reloaded to my quicksave outside of the walls, and the alarm was already going off.

There are plenty of mods out there that make stealth work. You just need to look for them. (Hint, there have to be at least 5 on the Mod Discussion first page)

Why stealthing is BROKEN

Sometimes, when you take aim at a group of people sitting near a fire, they won't react even tho' one of their friends just got a bullet right through their brain and dropped to the ground. Whaaaat?! Damn they must be deaf and blind...

On the contrary!! Sometimes, the npc's can see through walls, or otherwise detect you from completely unrealistic points of view. Well, maybe they have infra-red sight?? What do I know..

I'll tell you what I know. Despite the two ''stealth'' function bars, this game simply doesn't make stealth work appropiatly, at least not for me. If theres something the developers should look into, it's definently the AI and whatever concerns these stealth issues...
---END QUOTATION---

I don't know...stealth worked for me. I can agree that the npc's can sometimes see through walls and some other odd stuff, but I was able to kill a lot of stalkers using stealth (and have their friends stay neutral), mostly with silenced pistol and knife but occasionally with the Vintar BC from long distance (this is damn fun--watching the bullet fall into the guys head and then watching his buddies wig out looking for me, then later walking up to them "hey guys, how's it going?" . The only place where it doesn't work is in the bar area, which is presumably too heavily surveilled. Also in my experience the friends of killed stalkers do go on alarm when they see that he's dead (this explains the occasional goofiness in the bar area when a stalker mysteriously turns up dead (do they starve? get too close to the fire barrels and burn to death? does someone kill them?) and there's a guy running around with his pistol out--the guy running around is a friend of one of those gray dots on your mini-map, and he is looking for who killed his friend). It happens every time I stealth kill a stalker. I love to see a stalker take out his weapon and start looking around for the guy that killed his buddy while I walk away.

You may have triggered some sort of bug that I didn't happen to trigger, man, or maybe you have to try harder with it. I don't know. I'm just saying I had a lot of satisfaction in this game with the stealth system. I admit I was only playing on veteran level. If you are playing on master level, maybe it gets too hard.
