I have no problem with executing the wounded if it's Mercs. I got jumped the other day by a group of around 10 of them, killed all but 3, who were wounded.

I went around and used their own weapons to execute them, piled the bodies up, stashed the guns and moved on.

I don't think you're the only one not having problem executing the wounded. My thoughts was only that you were given an option not to (you are of course, but in another way), and in some ways not doing so will leads to other issues.

I often want to help them. I remember at one point I felt bad but though he would die slowly so I drew my pistol and shot; it was out of ammo. I put it away and was about to walk off (feeling shaken and glad I didn't shoot him) when a neutral loner walked over and shot him. This was at the garbage in that little group of crates where a den of bandits lived to the east of the sector.

Anyway I think that they survive. Remember that bit where you enter the dark valley or whatever it's called and a Dutyer is standing over a wounded bandit. He lets the guy live and later on there is not a body there. I also found someone identicle walking around shooting at me, so mabye if you leave them they eventualy get back up again and are still hostile.

Normaly I am a nice person, and would heal a person in need. Even if they don't like me. However, consider reversing the positions here. I am on the ground, dying. Would that bandit do the same for me? Didn't think so. I wish there were a way to torture people who are the ground ... like scalp them or something.

This brings me to a point i thought of a while back. when i first learn about the game and for a while after, i was imagining getting rid of the competition for the most part..and stealing their goods of their corpse...
In the actual game however, there is really little use for killing other stalkers. they serve best for selling goods you don't want to carry..especially if they are going to die (and will be replaced)
