Think about all the rooms in the sky scrapers. There would be so many, that making all of them ineresting/worth visiting would take months. If they just made them all from a set of 12 or say, and repeated them randomly, it would be worhtless, because they would all be repetative. I'd imagine most other building would becompletely accesible though. |

I really don't think the devs owe us anything. After all they aren't forcing you to buy the game
I don't really see a need to model rooms for every building. Most of the action won't be inside buildings. A few important ones here and there are enough to provide a good gaming experiance |

Having all rooms accessible is more for multiplayer then single-player. It would be extremely annoying in multiplayer to only have accesss to 3 rooms in a skyscraper if you're running away looking for cover. |
