I guess because quite everyone wants to create "the ultimate" mod, which is only possible by combining the "best" existing small mods.
Regarding compatibility, in most cases you shouldn't have major problems as long as the files you try to put into an other mod are not yet existing there. Otherwise you'll have to merge files and folders rather manually. However some file types are more critical to merge than others, e.g. scripts are probably the most critical thing, where as sound or texture files might in most cases simply be replaced without big issues.
Something considered impossible is only something that hasn't been done yet.
