How to make StalkerSoup more alive?

Since awhile now I have been playing StalkerSoup and it just seems to me that most of the NPCs are sitting around and doing nothing. So I wanted to ask if there is a way how to make StalkerSoup kinda like the "FactionWar" Option in Oblivion Lost 10? I tried to add all Factions to smart terrain to every single level but it just doesn't seem to change anything.
I love the mod so far but I just don't get the feeling of a living game. (Currently I'm downloading "Offlife" I think it's called, sounds like an awesome mod)
So in short; How do you turn on the Random Spawns of Stalkers in StalkerSoup?

you could try editing the file named: TB3D_Modders.script in [gamedata\scripts]
at line 15, there is an option named open_alife_in_SOC with the description:

the line itself would be set to "false" by default, so just turn it to "true" and the Zone should get more lively

there's plenty of other options to change in that file and it's a neat idea, since it let's you customize the game very nicely

Thanks I'm going to try this, then this mod will be almost perfect to me I'll let you know I think other people might be interested in your Wisdom as well

So far, I've seen a few custom spawns though I think the spawning time is around 90 Hours or something massive like that. I've searched through the Modders.script but didn't find anything. Could you as a guru have an idea on this one?

I'm sorry but I have to revoke my early answer, nonetheless I'm really thankful for your help. I have been playing several days and my "smartterrain"-file should allow every faction to move everywhere, but even with the change in the above mentioned script file I haven't encountered any random spawns as of now. The group I talked about earlier was actually just a respawning group of Wayfare Bandits, of which one was wearing a Military Uniform. It would be awesome if you could help me again.
But with this Post I encourage everybody who may know something to post his knowledge.
