"cam_relax_speed" issues

There probably isn't a solution to this problem, but I had to ask. In my Shadow of Chernobyl mod, I've set all weapon "cam_relax_speed" values to zero, in order to disable the automatic recoil compensation system from the original game. I also added a "cam_relax_speed_ai" value to all weapon .ltx files, to prevent aiming issues from occurring with NPCs. Unfortunately, while almost everything works perfectly, this has caused certain issues for the player, especially with high-recoil weapons.

Using the same weapon for a while will seemingly cause that weapon's "control_inertion_factor" to temporarily rise, until you holster your current weapon or switch to another. This makes the aim start to feel very heavy and sluggish. Also, it makes the flashlight aim more and more downward, again until you switch weapons/holster. And finally, when you do switch/holster, where the player is looking will jaggedly shift, sometimes quite a bit.

Anyway, I just thought I should ask about this here, in case someone has a solution. Is there any sort of workaround or fix I could use, or a better way of disabling the recoil compensation system that doesn't cause these side effects?
