Removing gloss from a texture

Hello all,

I'm certainly no stranger to texture modification, but there's one thing I'm still not exactly sure how to do. How can I make a texture not become glossy (or barely become glossy) under any circumstances? My mod uses dynamic wetness during times of rain. It looks great for almost everything, but NPC faces become way too shiny. They look perfectly fine during all other weather conditions.

So basically, I'm looking for a way to make the glossiness never increase much for a few specific textures. Does anyone know how this can be achieved?
