Editing prefetch.ltx Files

As an experiment, I was considering editing the SOC prefetch.ltx files to create a state somewhere to the default load-up-to-the-moon procedure and having zero prefetch by using the -noprefetch switch. Editing the files seems straightforward, but my question is which files does the game use? Specifically, does it use the prefetch.ltx and _prefetch.ltx files floating loose in my gamedata/config folder, or does it use the files in the gamedata/config/prefetch folder? Seeing how much unused development garbage is left over in the game files, I suspect that the game uses the prefetch.ltx files in the prefetch folder and does nothing with two files floating loose in the config folder, but this is just an educated guess on my part. Any guidance would be appreciated!
