The animation state manager is what makes them drop their weapon. Look in state_lib.script for the 'wounded' states. It will have weapon = "dropped". However, I have no idea why you are experiencing unreliability when it comes to dropping the weapon.|
You could just try weapon = "none" and it will go into their inventory instead of dropping it. I think maybe the problem is they drop the gun but immediately re-pick it up and strap it before they fall to the ground wounded.
