I don't see what's to fix here, this seems to be working as intended.
I think henry is referring to fixing the meeting Doc mission at his home in the swamps. If the scene in the jail cell with Doc is meant to fail, then all is cool, but with the earlier version of LA it didn't fail, so that might be causing some confusion.
That task DID fail in 1.3001 - I had it fail in the cell with Doctor 3 times in 3 games. That's where he tells you who you are, so that's where it should fail.

I only played 1.3001 once and maybe the Kill Stelok mission did fail but it never registered in my pda. This time it shows up as a mission failure.
