This is pure speculation

I suspect STALKER at one point was a half finished product and GSC got the choice to pull the plug on the project or finished within X timeframe. They had the mapping of the general enviroment done but still needed to fill it with things too do ( like Oblivion is littered with caves )
The problem was time.

Now they could limit the playable area, or release it with nothing to do ( vast grass areas )

I think/hope in time we will see the areas be filled with things to do and with each patch more and more fences / radioactive walls disapear.

Hopefully ending in a 30x30km seamless area
