Well I did a bit more experimenting with installation choices ranging the gamut from min install to max install, with or without the AMD driver option and EVERYTHING came up with the same failure to start.
For my money, the new installer just doesn't like XP, which is a bit of a shame really because, if this is the last iteration of LADC, you would be forgiven for thinking that it would at least install - in some minimal fashion - on a previously supported OS that all previous versions have run on.
(Oh yes, and the checksums were fine - you don't get anywhere if they aren't)
Just for fun value, I uninstalled it and archived the installation binaries..
...And unarchived and installed v1.4005 as a test.
THAT set itself up flawlessly. Even the EP 1.3 modpack seems to be patching it up to the 1.4006.
I could probably arrange to have it run with dynamic lighting too...
Exploiting 1.4007 DC as best as I can. I will NEVER, EVER use a "cheat pack" - a game lives or dies on its gameboard. Best of luck, stalker...
I didn't have any problems but I'm using Windows 7. I'm also using Nvidia. I'm on day 2 and since this is the first version of the Director's Cut I've played there is a lot of changes from the last time I played in 2014 or so. I may have installed a weapons pack ( as one of the checked boxes in the initial installation ) since this was the first time I've ever seen the SKS.
The only thing I've had trouble with, as mentioned on another thread was the Russian language spoken as default. Here was my solution:

I had the same problem after installing the new 1.4007 version. I've been playing the Call of Chernobyl Mod for several years now and have skipped all the LA Director's Cuts until now.
This is relatively simple to fix. Just launch the "Setup" Application file in the first download and uncheck this box that is set for spoken Russian in default. This works whether it's the first install or re-doing it over that as I have just done: https://i.imgur.com/rIIijeX.jpg
My main concern right now is finding things out of order or doing things out of some expected sequence. Hopefully this version won't punish me for those type of things.
After the Factory attack, I knew the vault door under the road where I met Petruha & Men going to the Cordon Underground would become unlocked. I had already gotten the automatic mission to attack the Zombies at the other end and had taken the "Find Nimble" mission.
What I didn't expect was to find him so easily behind one of the locked inner rooms that appeared to open after killing the last Poltergeist. Of course since I was a Dez0wave Tester for Lost Alpha two years prior to it's release, I already knew where to find the key to the wagon that will be asked of me to find at a later time.
Nimble ran away and I was headed to the back door entrance to the Zombie tunnel. The Zombies are way easier to kill than long ago. In Testing, it would take 200+ rounds to kill all the Zombies in the tunnel. That always sucked since the Game beginning doesn't offer that much ammo without exhausting every found round. I went back to Sidorovich and was unable to get the completion mission about Nimble from him.
I eventually discovered that Nimble was waiting for me in the underpass camp where I had entered. Despite having all the boxed checked except to get my reward on the PDA, I still had to have an additional dialogue with Nimble and escort him back to the Rookie Village and then I finally got the completion I sought.
I guess I have that added Mod ( by default ) with the unrestricted A-Life. Boars killed the Bandit Sniper in Garbage before I could even get to him. It's really easy for me to get killed by the A-Life. The one thing I don't like are some of the visual effects for weather. When it gets dark, the whole screen turns gray like a crappy cheap filter. Not really the type of darkness I prefer. Darkness should be darkness without feeling like a grey film is covering my eyes. Likewise the rain is shitty. It looks like the static on the screen of an old black & white TV. I wonder if this is one of the added weather mods by default.
Changes I have noticed is the Military Sniper at the top of the Cordon Train Bridge no longer has an SVD. Now he has an SKS. Not sure if that was a Dez0wave change or an added Mod by default. Likewise the Bandit Sniper in Garbage is not really a sniper. Before he had an AK with scope, hence he's a sniper. Now he has a Hunting shotgun. How does that make him a sniper? Can't shoot shit with that unless it's in your face.
I went to the Bloodsucker mission in the tunnel. Some Boars entered the tunnel and fought with the Bloodsucker, where it killed most of them ( about 4 ) and was weakened since I was able to get him with the sawn-off shotgun fairly easily. No complaint from me. The unrestricted A-Life, being Boars again killed the Loner I rescued from the 3 Bandits on the road. As soon as he entered the woods they got him.
Another thing I wanted to mention is the first time I approached the Military Checkpoint in the Cordon going to Garbage. Right as I did a Blowout hit. I started to go back to an earlier save where I had more time but I decided to see what would happen.
To my surprise, 3 of the Military soldiers dropped dead on the road with only 1 running away. I was able to loot 2 of them quickly where I picked up a slightly upgraded Bison shooting 9 x 18. The other one had a subbed AKS-74U. I was able to sprint after looting all the way to the Sin House. I was surprised I made it.
Later when I returned, the lone soldier was at the Checkpoint. I killed him and went to Garbage for the first time. I anticipate on the return they will probably be hostile to me.
