Translation to English
Usually any files in the gamedata folder override those in the .db files but I think they have put a check on this since a red "Developer Mode" flag comes up when anything sits in the gamedata folder.
For translation I think it is best to work with the official translators whose work gets updated into the patches otherwise any translation files will have to be compared with new updated files. This was a real pain for OP 2.0 doing a file by file compare and then editing.
I suspect that when the translation is finally done it will need a thorough editing review … not for mistakes so much but more to give it a smooth language flow. This is something I'd be happy to be involved in.

No, unfortunately not to my knowledge...
And yet,I read the main russian sites on the mod.
We need to be patient I think .
Monday perhaps the second official fix will be done.
But it will probably take a lot of time and fix before everything is released...
The game is still locked on that point (unpack and pack *.db) and in the Engine also.
No demo_record...Many commands in console not recognize.
For text ,as they change so many think, I have to tinker to show our accents in French everywhere in the game.
I think nothing was planned in French unlike English.
And you don't know how lucky you are to have no accents in english

I tried to translate some of the dialog_arhara.xlm text file for Cordon but could not get it to be recognised
That's strange and not normal...
I think (perhaps a stupid think),but, have you change the fsgame.ltx?
And once files unpacked,you need to rename the unpack folder (game_unpacked),and create your own gamedata folder.
Then you put the file in folder,but be careful the path changes also :
No language folders needed as in the past.
But you can modify that if you change the line
language = ;rus
language = rus
Now you need X:\OP\gamedata\config\text\rus
