Well, creating the terrain is a matter of other tools... search for 3DSMax tutorials about that. I recommend to make it with displacement of high-poly plane - it's the most simple method.

Anyway, you need to visit 3D-related side to get started with all this stuff.

- create models and terrain
- put them together
- add needed things in le
- compile the map



...but i think you mean "longer" ... well first you should read the current eng modding portal (wiki) since it tells you a lot, i mean LOT about new levels. You will also need max or maya skills, to make models, or to use stalker materials... also check tools list, it contains good stuffs, like the geom import, and also now bardak released a better version for this.
