Yeah, figured it all out! One Freedomer alive is enough. Just had to make sure I wiped everything out at the Bloodsucker Village and went there first, whenever I went to AW and didn't touch Skull so the Freedomers didn't leave the village. (These 2 points are mandatory for this mission!) Had one Freedomer left, when Voronin gave me the mission after 2h of doing side missions for him. Put a barrel near his sorry ass and blew him to smithereens. Now I finally have my Sniper VAL at last!
I'm currently trying to figure out how to get this task from General Voronin.
I have done the tasks and given him the Bulldog 6 and the enhanced rifle
( Sniper TRs-301 ) but all he offers is the standard mutant kill jobs. What
triggers him offering this task? Murk and his two men are still alive and
I have not talked to Colonel Skull yet or Lukash about the Dutyers. I'm
trying to do a few side quests first before doing the main AW storyline.

I think I finally get it. Voronin will offer "Get rid of the pack of dogs" again 24 in-game hours after completing it (if the necessary terrain in occupied by dogs). When this happens, it will be offered in place of the lower-priority camp elimination quests available later in his sequence of offered missions.
I could do all the six sequence jobs in just a few hours and I would
immediately get the "no jobs are available" or it would return to the
first task "Get rid of the pack of dogs". I did this many, many times.
Will do. I plan to load an earlier save and experiment with this a little until I know whether the bodies simply need to be moved or if destroying them is necessary, and exactly which of the three are impeding the respawns. I know you've already gotten two Sniper VLAs in your game (that was what inspired me to figure this out in the first place, I may have continued in the assumption that it was non-repeatable otherwise) but have you had any further success with respawns using this method?
So just to recap, all of these camp elimination missions must be completed within a 24 hour period for the player to receive "Purge the freedomers" from General Voronin:
#1 Get rid of the pack of dogs
#2 Destroy the herd of fleshes
#3 Destroy the bandits ( Garbage )
#4 Kill the bandits ( Wild Territory )
#5 Destroy the Pseudodogs
#6 Destroy the security post of the Mercs
If the player has completed all of these missions within that span of time and Freedomers are in the Bloodsucker Village, he will offer "Purge the freedomers". If more than 24 hours elapses after completion of one of these first six before the player gets "Purge", that mission will be offered again by Voronin in place of "Purge". Upon completion of that he will resume where the player had left off in his sequence of missions, unless 24 hours has passed since completion of another of the original six.
"Purge the freedomers" was largely considered to be a non-repeatable mission, but that simply isn't the case. I've found that the presence of the bodies of the initial two non-unique Freedomers within the Bloodsucker Village is what actually stops more from entering the village, and that destroying the two bodies using the nearby Vortex anomalies will allow the game to send in new Freedomers to populate the village smart terrain that enables Voronin to offer "Purge" again (each of the two non-unique bodies stops one Freedomer from returning). Upon doing this, the mission may be completed as many times as the player sees fit.
